Soccer Referees Tournament

After barely escaping relegation from the tournament for the past three years I'm demoting myself to equipment manager. I'd demote myself further but I happen to have the equipment bag at home. This year North York will be lead in its quest for indoor soccer glory by Pat Lennon. If you are interested in playing on April 25th please get in touch with Pat becomes the more time I spend on the bench the better off the team is.
Its worth pointing out that as of the time of writing the first two fitness tests of the season are scheduled that weekend in Midland and London.

2010 Fitness Tests

We will be hosting our local fitness test at Centennial Stadium on May 9th. Currently this is the only fitness test scheduled for both North York and Toronto so get in touch with Renato before space fills up.

2010: A New Decade, New Education Program

Our education sessions resume on Thursday, January 28, 7:30pm at Edithvale Community Centre. This year the Executive has made some changes in the hope that more interest is garnered by our members and as a result more benefits are achieved:
1) Sessions will be held every two (2) weeks instead of weekly
2) Coffee, donuts and refreshments will be served at every session
3) A raffle for a referee item (whistle, flags, cards, etc) will be held at every education session. (Note – only those that arrive by no later than 7:45pm will be eligible).
4) Members who attend a minimum of 4 sessions will qualify for a raffle for a bigger item to be held on the final session of the year (May 20).
5) As in previous years, attendance at education sessions will weigh in appointments.

Our Education Officer, George Dusciuc is working doggedly to line up quality instructors, who will be announced at the opening session.

2010 Branch Executive

For those who did not come to the AGM, the new Executive is:
Renato da Costa — President

Congratulations go to our members who were promoted to a higher level:

From Regional to Provincial:
Alex Hearn
Armando Pereira
Zac Taylor
Sharon Weslby

From District to Regional:
Michael Dominique
John Elwin
Chris Papanastasiou

Your hard work and perseverance has paid off and I hope you are an example to all.

Thank You!

Vince Bonazza, our long standing President, did not seek re-election for personal and health reasons. We all at NYSRA thank Vince for the many years of hard work and dedication to the referee cause, and hope to see him back in the future. We also want to thank Zac Taylor for the great job he did as Secretary and webmaster. Zac moved to Georgetown and he felt he could not dedicate all he wanted to the NYSRA cause (or thought that the grass was greener there!).

Referee Registration

News from the OSA:

It is that time of year again to renew your referee registration. There have been some delays in launching this system, which involves the switch in registration database systems. At this point due to the delays the OSA at this point can only offer one way for referees to register. At this point in order to register the only option a referee has is to down load the 2009 referee registration form from the OSA website. Hopefully within the next couple of weeks the OSA will be offering the option for referees 18 and older to register on-line however at this point this option is not available. To down load a 2009 referee registration form please visit the OSA website at . Please note that due to changes in the registration form any registration form other then the 2009 registration form will not be accepted.

New requirement to register

Every referee starting in 2009 will be required to sign an additional document when registering in 2009. If the referee is 18 or older (date of registration) the referee will be required to sign a referee waiver form.
If the referee is under 18 (date of registration) the referee and parent/guardian will both be required to sign the referee participants’ agreement form.
NOTE: If this form is not signed the referee will not be registered, no exceptions and the form will be sent back to the referee and the referee will be asked to sign it.

Change in Referee Certification System

As of January 1st 2009 there is a new Classification system in place in Ontario as required by the Canadian S.A. Every referee in the province will be affected by this change and will have a new classification. This is not an upgrade just a simple name change.
New Classification System Old Classification System
International Referee FIFA Referee
National Referee National Referee
Provincial Referee Class 1 Referee
Regional Referee Class 2 Referee
District Referee Class 3 referees or Class 4 referee who is 16 & older
Youth Referee Class 4 referees under 16

BASED ON THE NEW SYSTEM YOU ARE NOW A : District Referee

2009 Referee Registration Fees

Youth Referee $25.00
(14 & 15 years old)
District Referee $40.00
(16 & 17 years old)
District Referee $80.00
(18 years old and older)
Regional & Provincial $130.00
(Registration $80; maintenance assessment $50)
National & International $180.00
(Registration $80; CSA fee $100)

All referee fees will be based on date of registration not as of April 1st

Due to the delay in launching the 2009 register process the OSA has been extended the registration deadline. Be sure to get yourself registered before May 1st to avoid paying the $15.00 late fee.
If you have any questions regarding referee registration please feel free to contact the OSA at referee@soccer.on.ca
Have a great 2009 season

Regional Referee Upgrading and New Assessor Training

News from the OSA:

Information and the application for the 2009 Regional Referee Upgrading Program has now gone online at the following site. If you have referees interested in upgrading from District to Regional, please direct them to this site. As well, I have recently been receiving a number of "C2 Upgrading Applications" and "C4 Applications", which obviously don't exist anymore. These forms are no longer available on the OSA website however they obviously remain on certain websites. If your district posts these forms directly on your websites, please quickly scan your site to make sure you have the 2009 forms posted. Fees have changed, and in the case of the C4 course, the entire program has changed so it is important that the referees and clubs have the updated information. If you could also forward this on to your Club Head Referees to ensure the clubs don't have obsolete forms on their sites, it would be appreciated.

Thank you very much and Happy New Year.

Please be aware that the application for new assessors is now available online. The deadline for applicants to submit is February 1st, so please send this out to your contacts and those you feel may be interested in becoming an assessor as soon as possible. Thanks very much. See you all on the 7th.

New Registration Requirements For 2009

This is an open letter from the OSA, the contents of which can be found on their website.

In 2006 the OSA launched a new requirement for the registration process for all registrants, this including players, coaches and referees. The requirement was that each participant would have to sign (or parent sign) a waiver or participants agreement pending the age of the participant. After many complaints and resistance from the referees this requirement was dropped and not implemented with a promise to our legal council and insurance company that this would be implemented with education to the referees in 2007. This did not happen and in both 2007 and 2008 this requirement never came into effect.

With pressure from all parties, this requirement will be mandatory in 2009 for referees, like it has been for players and coaches since 2006. All referees registering, either through a course (mini or entry level) or those who are re-registering as a referee will be required to sign a waiver (if 18 or older date of registration) or a referee participants agreement (if under 18 date of registration). The purpose of these forms is to have the referee acknowledge that there are some basic risks that the referee should assume when referees and that the referee cannot sue the OSA if they are injured under these basic risks. For example a referee will waive that they cannot sue the OSA is they break their ankle while refereeing because they caught their foot in a pot hole, as this is an assumed risk. Secondly and as a side note it is also the referee's responsibility to check the field anyway and should be aware of such risk anyway.

TO be very clear, this only covers basic risks of participating as a referee in soccer. This does not cover things like referee assault for example. More importantly, this does not waive the referees coverage if the referee happens to get sued as a referee. That coverage is still in place and not effected by these documents.

An important note to factor in about these waivers, the players have been signing these forms for 3 years and part of those forms is to protect players from suing referees for these same types of incidents.

This was a hot topic of discussion in 2006 and the main reason was because referees were afraid of their protection against being sued. Again this is not the case and this message needs to be made loud and clear. There is no question about it, this will be mandatory in 2009 and a referee will not registered with the OSA in 2009 without signing the appropriate form (and parent signing the form is under 18).

As the leaders in refereeing in your district please relay this message to your referees now so there are no questions or surprises when it comes time to register in the new year.

Our lawyer has taken the time to prepare an information piece about these documents and this document is posted on the OSA website (link below). Please take some time to read this document very clearly and if you have any questions please do not hesitate to contact me.

Again please forward this message to the referees in your district as well as the link and encourage the referees to read and understand the document.

Thank you

Andrew Backer, Manager - Referee Development
